I think you mean “denied”.
To “refute” is to prove false, which is not the same thing as saying it ain’t so.
(Now, I happen to believe him, since there’s no reason an RC-7B should need GPS in order to fly.
But nevertheless, he didn’t refute it, unless there’s more evidence than is shown – an anonymous statement that the DoD has “no information” about it isn’t sufficient to refute a claim.
Hell, on the tiny chance it did happen I’d be shocked if they admitted it.)
